Are you sure the lan channel interface 1 goes off when the system is off?
It might bounce but it should come back up if it's configured for bmc
access. Even with the server off, the standby power and bmc should
initialize the link.
It might try and come up in 100Mbit mode which your switch might not
support (cough cisco cough)
