[Devel] FontMatrix in cid-keyed fonts

Does anyone know how the FontMatrix dictionary entry in CID keyed fonts is 
supposed to be interpretted?

According to Adobe TN 5014 (CID Font Spec) p25 there is one FontMatrix per 
subfont which controls the "character space" of that sub font.

Yet in my tests it appears that a FontMatrix into a type1 CID keyed subfont 
is totally ignored and a default of [.001 0 0 .001 0 0] is used instead.

Again in my tests a FontMatrix in an otf CID subfont is ignored and instead 
the font is scaled by 1/head.unitsPerEm.

Am I missing something?
