I'm a strong believer in the GNU autotools suite. A first overview
gives the Wikipedia article

There you can also find further links.
A widely used alternative is `cmake',
https://en.wikipedia.org/wiki/CMake ,
which follows a completely different philosophy.
Another alternative is SCons,
https://en.wikipedia.org/wiki/SCons ,
but I have never tried it.
