If I have a proprietary program, I can't legally take some GPL package and distribute both together in the same .tar.gz, since this would make them an "aggregate work". [...]
I'm not sure that your conclusions are true. "Mere aggregation" and all that.
Anyway, address@hidden (most important because you use their stuff), debian-legal@ (some people who can help when they have time) or your firm's lawyer (because your firm may be at risk) are better places to ask. It's only distantly about free software in the UK, isn't it?
