I think they really have messed it up so badly that if they're afraid 
anyone who matters notices,
they might have to.  What they have there seems to me to be a quite 
shameful capitulation to the
freedom alliance which has been snuck through by ignoring a whole bunch 
of policies that
the government does want taken seriously, especially at this point in 
the electoral cycle.
The RIA stuff has Blair's personal intro to it.

But if they're convinced they can keep it quiet because no-ones making a 
fuss they won't. I was half tempted to go for theregister instead ;-)
