The subject is possibly a little tongue in cheek; their effort appears
so far to consist of attempting to fleece some Sri Lankans of $1755
worth of XP licences (so that they can use the laptops that were donated
to them by IBM, value probably ~$12000 or so).

It seems that basically, Microsoft don't particularly feel inclined to
donate licences to projects that will otherwise be using and developing
Free Software. Even if you are trying to help people recover from a
natural disaster that killed thousands.
