[Fsfe-uk] New JISC open source policy

This Joint Information Systems Committee (JISC) have a new open
source policy.

It could easily be called the "how to do software engineering
advice" but it's called the "Policy on Open Source Software" because
open source provided to impetuous to get it written and rolled out.
