I had the same question a few weeks ago. I found
http://www.askpeople.co.uk/ which is PHP released under a Creative
Commons Attribution-Share Alike licence. Haven't had time to actually
try it yet, but it was the best I came across. It says Javascript isn't
required and they seem interested in accessability:
