If only that were so...

AIUI the UK proposes a different approach: a search through registered
works. Publications by major media groups will be automatically
included in the register gratis. Others could register by paying a fee
(for each version published). For any unregistered work, for a small
fee an unconditional, non-exclusive and irrevocable license would be
granted under the act by the registrar. For software development using
a public version control system, this means paying a fee for every
commit or accept loss of control of derivative works.
