[Gchemutils-main] unable to build 0.10 svn

Hi,

this might be related to #20617 fixes which landed recently. Anyway, I
was trying to build the snapshot to check if the reported issues are
gone. I did:
$ svn export
svn://svn.savannah.nongnu.org/gchemutils/branches/gchemutils-0-10/gchemutils
gchemutils
$ ./autogen.sh
$ ./configure
$ make dist
and then used the bzip2 archive in my rpm (which works for 0.10.3).
Unfortunately, it didn't work:

GConf2-devel is installed, and the header is present as :
/usr/include/gconf/2/gconf/gconf-client.h
