[Gchemutils-main] 0.12.11 and 0.13.7 released

Just released two new versions.

Main news for 0.12.11 are:

GChemPaint:
        * fixed text position serialization. [#34947]
        * fixed crash when selecting the alignment item inside a mechanism 
step. [#35626]
Other:
        * New Basque translation (thanks to Ibon Santisteban).

0.13.7:
This version is compatible with the latest goffice development release (0.9.3). 
Main news are:

GChemPaint:
        * Fixed crash when selecting the alignment item inside a mechanism 
step. [#35626]
GCrystal:
        * Fixed loading CIF files using uptodate space groups descriptions.
Other:
        * License is now GPL version 3 (except for the OpenBabel related code).
        * Fix build on big endian machines (Dan Horak). [#36175]
        * Updated API documentation.
