These are not recognizable from any recent version.  Alas, I've lost
the head of the thread.  Please post gcl version, gcc version,
binutils version, and the full configure and make output.

configure has some code to detect a bad CONST define in bfd AFAICR.
But if you have any difficulty with this alone, you can easily do
./configure --disable-statsysbfd --enable-locbfd.
