Two thoughts based on my own past hiccups with this system:

1) If you are behind a certain type of firewall, passive ftp is
   required.  What ends up happening without it is that the file is
   opened on the remote side, given a 0 file size, but the reverse
   data channel is never opened and the upload is stopped here.

2) If some mishap like the above happens, and there is a file or
   fragment with the same name on the system, it will not be
   overwritten.  Typically it is auto-deleted with an email
   notification within 24 hrs enabling a retry after this time
   interval.  In any case, directory listings won't work even if the
   file is there.  Welcome to the world of ftp crippleware forced on
   us by the malicious and irresponsible :-(.  You might try with a
   different name if you expect the above.

gnu.org, please let me know and I will write them too.
