[Gcl-devel] Build failure on mingw fixed by upgrading to mingw-runtime-3.12

Earlier today I reported a build failure of gcl 2.6.8pre on mingw.  I have now 
updated the mingw runtime to mingw-runtime-3.12.tar.gz.  This resolves
the problem.
