I have to admit that I know little about tcl.  On Fedora systems, tclConfig.sh is in /usr/lib (32-bit systems) or /usr/lib64 (64-bit systems).  On Debian systems, it is in /usr/lib.  I don't know if that pattern holds up for other distributions.
