I checked some random emails and my wife receives email encoded using
ksc-c-5601, euc-kr, and utf-8. It seems to be utf-8 now, but even last
year she received euc-kr encoded mail.

Fortunately, gcl can probably use babel (or icu) to handle all of the
other encodings not handled natively.
