I poked a little at this tonight.  The unknown relocation type, plus 3
more which I will describe below, shows up while processing
pcl/gcl_pcl_pkg.o.  Here are some of the entries in .rela.text, as

We see the following unhandled relocation types:
- 31 == R_PPC64_PLT16_HA
- 60 == R_PPC64_PLT16_LO_DS
- 119 == R_PPC64_PLTSEQ
- 120 == R_PPC64_PLTCALL
