Running "make" as root or with root permissions is NOT a good idea. You
are correct. "make install" will probably require root permissions in my
(limited) experience.  What distro of Linux are you working on?  I have
built g-c 1.8.1 on CentOS 7.x and Ubuntu Mate 18.04 (just yesterday). 
Here are 3 tweaks which I have found necessary.

1 - In the .spec file look at line 114. Change from

%{__make} %{?_smp_mflags}

to

%{__make}

2 - After installation you may need to run "glib-compile-schemas
/usr/share/glib-2.0/schemas" as root.

3 - If some icons are missing on the Device Buttons and Device List (
the two rows under the toolbar) install this package:
gnome-icon-theme-legacy.noarch
