[gfsd]Directory Preamble

Here is the first draft of a preamble to the Web interface for the
Directory. My goal is to ensure that we get complete packages and
encourage developers to contribute to existing packages rather than
duplicate an existing package.

All comments, suggestions, and questions are welcome.
