bug-directory: see if it's worth writing an entry for.

The GFSD people have a long list of packages to write entries
for. So telling them about one more won't really help them,
unless it is a tremendously important package and you think
it should go at the front of the list.

The most useful thing for you to do in such cases is to ask the author
if he wants to write an entry. That gives you a chance to recruit
effort from someone who might otherwise not contribute any.

In the process, you can thank him for releasing software under the
GPL. That will make him feel glad he told us.
