[gfsd]TCLink update

Hi,

   I was just glancing at the TCLink entry on the GNU software
directory and noted it was a little out of date.  Items that need to
be changed are:

- supported languages are C, PHP, Perl, and Python

- source tarball link (for the C version) is:
http://www.trustcommerce.com/downloads/tclink-3.2.3-C.tar.gz

- OpenSSL >= 0.9.5 required
