Christian:  Have you considered hosting the project on savannah.gnu.org?
Savannah is basically our version of SourceForge, and you could set up
and administer your own mailing lists through Savannah.

If Savannah is not appropriate for your project, then you can write
directly to Paul Fisher <address@hidden>, and he'll set up regular gnu.org
mailing lists for you.
