is not up-to-date: the project is now at

  http://savannah.gnu.org/projects/gcl/

version 2.4.3 was released 2002-06-08
and can be downloaded from

  ftp://ftp.gnu.org/pub/gnu/gcl/gcl-2.4.3.tgz

I could not reach the ftp://ftp.ma.utexas.edu/pub/ftp/gcl/ site and I
do not think that is maintained after W. Schelter passed away.
