I'm currently subscribed to both, and right now, all that gives me is two of every message from the developers. :) Perhaps a good way to start would be placing some sort of declaration on the mailing list page to describe what the intended purpose of each list is. Once that's in place, you could ask people to start directing their queries accurately - development talk to the -devel list, and general support and usage talk to the -users list.Just a thought.
