It seems to me that official debian packages don't use /opt. Maybe
different with ubuntu.

I think you need usr/include/GL/gl.h, not /usr/include/SDL/GL.

usr/include/GL/gl.h is in mesa-common-dev which is provided by
installing libgl1-mesa-dev.
