Synopsis: auto category creation doesn't set other permission - query-pr can't 
access

Responsible-Changed-Why:
This is controlled by the category-dir-perms setting in the 
dbconfig file. I have added a not in the file itself and to 
the manual that sites with local users running query-pr may 
need to set this to 0755.
