Your problem makes me suspect that GNATS actually denies authentication to 
everyone, instead applying the default access level for the host which the 
user logs in from. This might for instance happen if the gnatsd.user_access 
is missing from the gnats-adm subdirectory of the database directory or if 
it has wrong permissions so that the "gnats" user is unable to read it.
