[gNewSense-art] MoinMoin theme for Parkes

Hi,

I just wanted to let you know that I added a MoinMoin theme to Galaxia art set for
Parkes.

Current Galaxia theme has a red-orange base colour, but you can uncomment some
lines in the CSS to enable a blue base colour like the the 1C chosen for Parkes
artwork [0].
