Correct me if I'm wrong, but I would think that official Debian packages
would be best created on a Debian system.

Yes, but any well designed package will work on virtually all sane
derivative and ancestor distributions.

The fastest way to get a package in would be via dapper-backports, but
I haven't fully researched Ubuntu's policies on this.
