[gNewSense-users] links to community guidelines

hi all,
Having recently added a link to the community guidelines [1] to the
English [2] and Spanish [3] forums, i thought it would be nice to get it
on our other localisations (Italian and French) if they have their own
forums.
If someone is willing to translate this [4] i'll add it to the site.
