I see that there has been some effort to set up a Russian main wiki page: This has been done by username defolt at the end of December. I don't recall an anouncement on the mailing list or anything and I don't know how to contact that person. If you can't get a hold of him/her, I guess you should go through the process yourself and start translating with your own group.
