It specifically mentions Usenet.

For one, it sets multiple communities to work on the same problem and 
it's likely they'll come up with similar answers. Hence, it's duplicate 
(wasted) time and effort. It's better if you post to one first, and if 
you don't get an answer after a few days, ask on the next.
