According to a comment to StoreDefaultCharset function the above logic
(about the desired behaviour) is incorrect and the patch is also
incorrect. When falling back to the default charset, we should set it to
AT_CHAR_HEXGSM not AT_CHAR_GSM. So it will be a bit easier then I thought.
