Absolutely! You'd need two boxes for such a setup:Your server 1 (MMS-sender) --> GPRS --> Your server 2 (MMSC) --> MMS recipient (a mobile phone)
It may be needless to say that server 2 needs some sort of addressing mechanism to point to (static IP / proper DNS-entry / running dynDNS / something similar). Also that's the point where a GSM-phone is required or alternatively access to a GSM-phone (I've done this with a SOAP-call from co-location server to one running here at the office with Gnokii and the actual phone).
