I did everything according to this website:

I've used "S60 3rd edition, FP 1" SDKs along with this release of
CodeSourcery's GCC:

I also tried the legacy release that's referenced on the first URL and I
did hit the same problem - no dlltool available. Compiling the gnapplet
itself went fine (although with the newer GCC, I needed to patch the SDK
according to instructions on Forum Nokia).
I'm running latest Ubuntu unstable (codename Hardy Heron).
