Need hardware advice

Hello,
I'm planning on building my own sms server. I want to use it for sending mass smses to all of our members (~700).

Can you advise me on what hardware I need to buy? I know any supported phone is ok, but as I need to buy everything, I want to buy the best.

Budget is around 40-50 euros for everything. I need a phone+cable or maybe an sms modem?
