Hi,

Sometime back I guided Adeel (CC'ed) to Gnome translation project as
most of what he wanted (see archives) really should have been done
up-stream.

Since then I understand Adeel is the Gnome translation coordinator for
Urdu. While we exchanged few mails offlist this issue of an Urdu
keyboard / Input method (IM) came about and I thought it got solved.

What you want to achieve here is more a job for Anreas or Klaus Knopper.
It should really be done upstream.
For Gnome support (which is actually a temporary measure) please see
[gtk-im-extra.sourceforge.net]
For X  Windowsystem level support Xkb should be the way forward.

Again in the Gnome world we are fortunate to have the expret knowledge
of Roozbeh (CC'ed) whose domain Farsi is as you recognise very close to
Urdu.
