Which ones? And what process do you propose to link U.S. behavior in
Iraq to social instability in other countries? Do you really think
U.S. policymakers consider that in (eg) setting rules of engagement in
Iraq?
The only ones I can think of where the US has (had) a genuine
terrorist policy are the main other nuclear powers, Russia, and China.
MAD is terrorism by the definition I proposed[1], as the threat to
civilians is the whole point. Of course, they liked the main
alternative (an effective missile defense system) even less for some
strange reason....
But that's completely different from what's happening in Iraq.

[1] Technically, you'd have to extend it in some way because MAD
doesn't need the civilians to be terrified, or to generate social
instability. I'll think about it but I doubt anybody on this list
would object to me adding MAD to the list of terrorist policies ad
hoc.
