Unfortunately so. Partial changeset generation can't distinguish between adds/deletes and renames, so it only works for modified files. Same with the undo -- file functionality.
Fai's "revert" (~= undo) generates complete changsets, then edits them, so it doesn't have this problem. So one option would be to revert the changes you don't want to commit, commit, and then redo the uncommitted changes.
