Not necessarily. Non-derivative (under copyright law, not GNU copyleft

licensed under the GPL. And DLL compilation work (i.e. aggregation of
all DLL's components) also doesn't have to be licensed under the GPL as
long as it is not a derivative work of some preexisting compilation
under the GPL.
