Details:

In task #15637, the linear WCS solution has been found. But distortions still
remain to be measured. So I am starting this new task for distortions.

The general parametric framework for WCS distortions are described in
Calabretta et al.
<https://www.atnf.csiro.au/people/mcalabre/WCS/dcs_20040422.pdf>. The most
common ones used in imaging are the TPV and SIP standards.

On a related note, I noticed this paper on arXiv today: Taheri et al. 2022
<https://iopscience.iop.org/article/10.3847/1538-3881/ac5747/pdf>. It
describes a method of finding distortions, which may be of interest for us in
this task. There are other papers/webpage/programs for this is well, we should
keep a library of the related work here in this task.
