Sorry, but I'm not sure I get your build environment.
There is mention of MinGW-make. Is this a full one Cygwin build or a
mininal GNU Windows?
For MinGW I'd defer to Gary's work at
http://sourceforge.net/p/open-cobol/wiki/Gary%20Cutler%20Files/For Cygwin, it may just be a blend of install features that is invoking MinGW.
We may have to iterate over a few passes to figure out what's what.
