[gnugo-devel] capping effective size

For the purpose of studying the possibility of combining
my approach to move safety with Arend's I wanted to
isolate the effects of the two parts of Arend's patch, namely
capping the effective size in the computation of the
strategic effect, and increasing the strategic effect.

Just capping the effective size has the following
effects, omitting three that are changed in the current
CVS.
