Owl tuning (supercedes nando_3_11.1)

Changes compared to nando_3_11.1 :

- A1017 constraint revised : doesn't check for cut certainty in case of
  tenuki, and adds another check for safety (but I wonder if it's needed)
- bug in constraint of A1020 fixed


Results:

- about 1700 more owl nodes saved
- 1 additional PASS, owl1:282 (checked : a direct consequence of A1017.
  So, a very good one IMO)
- no additional FAILs


I didn't touch A1130, because I'm simply too weak to come up with a valid
constraint in such positions. Better let a dan level player tell what is
good/better here.
