eva3.sh does exist in the regression file that you can download from
the GNU Go development page.

Arguably, the script's not all that valuable, and I wouldn't have any
great problem if it got removed entirely.  It's a handy way to run the
full regression tests using regress.pl, instead of the standard shell
scripts or make.
