The terminology isn't very clear here. GNU Go uses two kinds of
pattern knowledge for fuseki moves. One is in the form of "normal"
patterns with F classification, mostly appearing in fuseki.db. The
second kind is databases (one for each of 19x19, 13x13, and 9x9) with
fullboard patterns generated from a large number of games between
humans.

MAX_FUSEKI_DATABASE_STONES only applies to the latter kind of patterns
and since those are fullboard patterns with at most 19 stones this
optimization cannot have any adverse effects.

The "normal" patterns are used during the whole game.
