Job_Offer_form's new field: Estimated effort

Now, when the "Wage rank" to pay is set to "by project" the new required 
field "Estimated effort" arise.  You can see it already at production at the 
two open job offers, https://www.gnuherds.org/FS_Job_Offers.php

Maybe we will have to add more fields, to be able to expose all the 
information that the employer and the candidats demand.
