Hi,

Summary of changes:

• Removed <table> markup in favor of three <div>s with IDs for styling.
  
• Removed protocol and host name from the language URLs - They are not necessary to get to the right page.
• Changed non-ASCII characters to their non-escaped values - The page is served as UTF-8, so we'll save some bytes without problems.

Necessary changes elsewhere:

• Add styles to emulate the previous look'n'feel ( will need some tweaking):
• #header {width: 100%;}
  
• #home-link {float: left; width: 143px;}
• #language-change, #project-state {float: right;}
• #language-change {width: 25ex;}
• #project-state {border-top: 1px solid #c7bf96;}
• Maybe needed: img {border: none;}
  

Comments:

• Maybe the language title attribute should say something like "Change language to X".
• I have not uploaded or tested these changes.
