If you are going to commit some patch, first you will have to check out the 
repository as project member (CVS access via SSH), not anonymously.

You could take a look to the work we are doing https://gnuherds.org/doc/tmp/
  * to use "HTML 4.01 Strict" instead of "HTML 4.01 Transitional", and
  * to separate content and presentation.

It uses <div>s instead <table>s.

The CSS is not yet developed, and some pages must be converted yet.
