Deleting any reference to 'certifications' in the association Charter -- proposal

I propose deleting any reference to certifications, in the association 
Charter, due to the project will not start supporting them.  Maybe they will 
never be supported.

We can add such references again later if it is needed.  Perhaps though we 
enable such support, it will not even needed to add such references in the 
Charter.
